The Houston Saroof Amsell Oil Operation (HSA) Consortium is a strategic, multi-national energy alliance formed to deliver integrated, bankable, and environmentally sustainable solutions across the full oil & gas value chain.

Headquartered in Kuwait City, HSA brings together five specialist partners: United Huston Company (Kuwait) for civil and construction execution, Amsell Group Ltd. (UK) for gas processing and environmental technology, Ajyal Petroleum Energy (Saudi Arabia) for field investment and storage, Saroof Libya for in-country operations and NOC engagement, and XTO, Chevron & Endeva (USA) for advanced technical collaboration.

Libya holds Africa's largest proven oil reserves, yet years of infrastructure neglect and operational disruption have significantly constrained production. HSA was formed precisely to address this challenge — providing NOC with a single, integrated partner capable of investing in and executing complex multi-discipline rehabilitation programmes.
