Headquartered in Kuwait City, HSA brings together five specialist partners: United Huston Company (Kuwait) for civil and construction execution, Amsell Group Ltd. (UK) for gas processing and environmental technology, Ajyal Petroleum Energy (Saudi Arabia) for field investment and storage, Saroof Libya for in-country operations and NOC engagement, and XTO, Chevron & Endeva (USA) for advanced technical collaboration.

Midstream infrastructure is the backbone of any producing nation's energy system. HSA brings pipeline engineering (including local RTP manufacturing), tank farm construction led by Ajyal Petroleum Energy, and coastal gas network expansion to address Libya's ageing midstream network under BOOT and concession investment models.
HSA's downstream mandate includes flare gas monetisation via GTL and small-scale LNG (Amsell Group technology), refinery modernisation, petrochemical complex development, and sour gas treatment — creating lasting export value and local industrial capacity for Libya.
